Amid escalating Russian missile strikes on Ukrainian cities, European leaders are convening in Kyiv to address urgent air-defense needs and strategize on applying further pressure on Russia. This summit, part of the Coalition of the Willing, is spearheaded by Britain, France, and Germany, with additional European leaders participating via remote access. Antonio Costa, the EU Council President, is also in attendance.
Recent missile attacks have severely impacted Kyiv and other urban areas, resulting in civilian casualties and extensive damage to residential structures. In response, Ukraine has intensified its appeals for more air-defense systems and interceptor missiles from its allies to safeguard its citizens. Britain is expected to declare its support for Ukraine, while France plans to facilitate local production of the long-range SCALP missile alongside a pledge to supply more interceptor missiles to bolster Ukraine’s defenses.
Ukrainian President Volodymyr Zelenskyy has expressed concern over the declining delivery of Patriot interceptor missiles. The country received 675 such missiles in 2023, but numbers fell to 364 by 2025, with 2026 projections at just 264. As winter approaches, Kyiv is urgently requesting at least 300 interceptors to defend against increasing threats.
Ukraine’s defense strategy heavily relies on advanced Western air-defense systems to effectively counter Russian ballistic missiles, which present significant interception challenges. European allies are thus exploring ways to enhance their support to Ukraine while simultaneously maintaining diplomatic and economic pressure on Moscow.
