Trump to Receive Sanctions Bill as House Targets Russia, Iran

The U.S. House of Representatives has approved the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, a legislative effort designed to intensify economic pressure on Russia due to its ongoing conflict in Ukraine and to extend sanctions on Iran. The bill passed with a vote of 262-159 on September 16 and now awaits consideration by President Donald Trump following its earlier approval by the Senate in August.

This legislation targets Russian officials, financial institutions, and energy sectors, while also focusing on the so-called shadow fleet involved in evading existing sanctions. Additionally, it proposes imposing tariffs of up to 100% on products from countries that continue to purchase Russian oil or gas or aid in sanctions evasion.

Beyond Russia, the bill seeks to extend the Iran Sanctions Act through 2031, introducing new measures aimed at financial and energy activities associated with Iran. These provisions reflect a broader strategy to curb activities perceived as threats to U.S. interests and global stability.

Despite receiving bipartisan support in the House, some lawmakers expressed concerns over sections of the bill that expand presidential powers over tariffs and sanctions. This aspect of the legislation has sparked debate on the balance of power and the potential implications of such authority.
